Mission Karmayogi
Mission Karmayogi—officially known as the National Programme for Civil Services Capacity Building (NPCSCB)—was approved by the Union Cabinet on September 2, 2020. It is managed under the Ministry of Personnel, Public Grievances and Pensions.

- Motto Inspiration: Derived from the Bhagavad Gita—Yogah Karmasu Kaushalam (Efficiency/Excellence in Action).
- Target Audience: Covers ~46 lakh central government employees across all cadres, departments, and hierarchies.
- Core Philosophy: Moving away from a “Rule-Based” administrative mindset to a “Role-Based” Human Resource Management framework.

- FRAC Approach: Uses a Framework of Roles, Activities, and Competencies (FRAC) to calibrate jobs and map individual employee competencies to post requirements.

- PM’s Public Human Resources Council (PMHRC): Apex body chaired by the Prime Minister that approves capacity-building plans and sets strategic goals.
- Capacity Building Commission (CBC): An independent agency tasked with standardizing training institutions, preparing Annual Capacity Building Plans (ACBPs), and monitoring execution.

Way Forward
- Link Capacity Building to Postings: Ensure data from iGOT directly informs career progression, transfers, and postings to assign the right person to the right job.
- Independent Impact Audits: Conduct periodic third-party performance assessments measuring citizen satisfaction post-training.
- Incentivize Learning: Introduce recognition systems or credits for completion of critical courses to sustain officer engagement.
- Specialist Integration: Complement online learning with targeted lateral entry and domain-expert consultations.
