Flash Floods
Flash floods are highly localised, short-duration floods in which the peak usually occurs within 6 hours of rainfall, as per IMD. India records 5,000+ deaths annually from flash floods, while recent events in the Himalayan region and Nepal highlight growing transboundary risks.
Causes of Increasing Flash-Flood Risk
- Extreme and concentrated rainfall: Short-duration intense rainfall can overwhelm soil and drainage capacity. Ex: Recent Himalayan flash floods demonstrate how intense rainfall can rapidly generate destructive surface runoff.
- Climate-change-induced rainfall extremes: Rising temperatures increase atmospheric moisture and can intensify extreme precipitation. Ex: A 1°C rise in global temperature can increase atmospheric moisture by about 7%, increasing extreme-rainfall potential.
- Fragile Himalayan topography: Steep slopes and narrow valleys accelerate water flow and amplify flood velocity. Ex: The Himalayan states of Himachal Pradesh, Uttarakhand and Sikkim are particularly vulnerable to flash floods.
- Glacial and cryospheric hazards: Rapid snow/ice melt, avalanches and glacial lake failures can suddenly release large volumes of water. Ex: The August 2026 Nepal flood followed an ice-rock avalanche that temporarily blocked the Lhende Khola before the natural dam breached.
- Unplanned urbanisation and encroachment: Construction over floodplains, wetlands and natural drainage channels increases runoff and reduces water absorption. Ex: Encroachment of urban drains and wetlands can convert intense rainfall into rapid urban flooding.
- Infrastructure and river-flow alterations: Dams, canals and poorly planned infrastructure can alter natural drainage and increase downstream risks. Ex: The Nepal event damaged hydropower infrastructure, affecting around 430 MW of capacity, demonstrating the vulnerability of infrastructure in steep valleys.
Major Flash-Flood Events
- Nepal–Tibet Flash Flood, August 2026: A major flash flood struck the Nepal–China border region, with a glacial collapse/ice-rock avalanche triggering a rapid surge of water and debris
- Chamoli Flash Flood, Uttarakhand (2021): A snow-rock avalanche triggered a devastating flash flood in the Rishiganga–Dhauliganga valley.
- Sikkim GLOF and Teesta Flood (2023): The outburst of South Lhonak Lake caused a sudden rise in the Teesta River and widespread downstream destruction.
- Uttarakhand Floods and Landslides (2025): Extreme rainfall, cloudbursts and landslides exposed the vulnerability of Himalayan settlements and infrastructure.
- Chamoli Infrastructure Damage (2021): Flash floods can severely disrupt critical connectivity in mountainous regions.
Government Measures to Reduce Flash-Flood Risk

Strengthening Flash-Flood Guidance: IMD has expanded its Flash Flood Guidance System to provide watershed-level risk information beyond traditional Himalayan hotspots.

Ex: In July 2025, IMD identified low-to-moderate flash-flood risk across Rajasthan, Madhya Pradesh, Arunachal Pradesh and several North-Eastern states, enabling advance preparedness and evacuation.

Expanding real-time, geo-targeted early warnings: The Government has established the SACHET platform under NDMA for rapid dissemination of location-specific disaster alerts.
Ex: SACHET provides geo-targeted, multilingual alerts through multiple communication channels to citizens across India. -
Developing dedicated flash-flood warning systems: NDMA is supporting basin-specific systems to detect and warn against flash floods.
Ex: An Early Warning System for the Meenachil and Manimala river basins in Kerala is being developed with NDMA support for real-time river monitoring and modelling. -
Using multi-agency early-warning architecture: Disaster warnings are increasingly integrated across meteorological, hydrological and geological agencies.
Ex: The CAP-based Integrated Alert System integrates IMD, CWC, INCOIS, DGRE, GSI and FSI for dissemination through SMS, TV, radio, cell broadcast and satellite-based systems. -
Increasing financial preparedness and resilience: The Government uses SDRF and NDRF for immediate relief and recovery after severe disasters.
Ex: During 2025–26, the High-Level Committee approved ₹4,576.7 crore from NDRF for floods, flash floods, cyclones, fire-service modernisation and reconstruction needs. -
Deploying technology for post-flood rescue: Advanced geospatial and subsurface technologies are being used to locate survivors trapped under debris.
Ex: CSIR-NGRI’s Ground Penetrating Radar was deployed during the Uttarkashi flash flood, identifying 20 priority sites at depths of 2.5–3 metres and supporting NDRF, Army and SDRF operations
Flash floods require a shift from post-disaster relief to anticipatory, risk-informed disaster management, combining early warnings, resilient infrastructure, ecosystem protection and regional cooperation.
