E-Waste Management in India
E-waste refers to discarded electrical and electronic equipment such as computers, mobile phones, televisions and refrigerators. Rapid technological advancement, rising consumption and shorter product life cycles have made e-waste management a major environmental and public-health challenge in India. According to the latest available CPCB data presented in Parliament, India generated 13.97 lakh tonnes of e-waste in 2024–25, of which 9,88,479 tonnes were collected and processed.
Current Status and Challenges
- Rising e-waste generation: Growing electronic consumption and frequent replacement of devices increase the volume of discarded equipment.
- Environmental pollution: Improper disposal and open burning release hazardous substances such as lead, mercury and cadmium, contaminating soil, water and air.
- Health hazards: Informal dismantling and unsafe recycling expose workers to toxic chemicals and heavy metals, creating occupational health risks.
- Informal recycling: Informal workers play an important role in collection and recovery, but unscientific methods can cause pollution and material losses.
- Resource wastage: E-waste contains valuable materials such as copper, aluminium, gold and iron. Inadequate recovery increases dependence on virgin resources.
- Implementation gaps: Limited collection centres, inadequate consumer awareness, weak traceability and insufficient formal recycling capacity hinder effective management.
Government Initiatives
- E-Waste (Management) Rules, 2022: Effective from 1 April 2023, these rules replaced the 2016 framework and introduced a strengthened Extended Producer Responsibility (EPR) regime.
- Extended Producer Responsibility: Producers must fulfil prescribed recycling obligations through registered recyclers.
- CPCB EPR Portal: Facilitates registration, recycling obligations, EPR certificates and monitoring of stakeholders.
- Resource recovery: The framework recognises recovery of gold, copper, aluminium and iron through recycling.
- Refurbishment: Refurbishing certificates encourage the reuse and extended life of electronic equipment.
- Environmental compensation: Provisions enable action against violations and non-compliance.
- Solar waste management: Solar photovoltaic modules, panels and cells are included within the regulatory framework.
Way Forward
- Strengthen formal recycling: Expand authorised collection and recycling facilities, particularly in smaller cities and rural areas.
- Integrate informal workers: Provide training, protective equipment and livelihood opportunities while connecting informal collectors with formal recyclers.
- Promote circular economy: Encourage repair, refurbishment, reuse, eco-design and longer product life cycles.
- Improve enforcement: Strengthen inspections, digital tracking, audits and action against illegal recycling.
- Increase awareness: Promote responsible disposal through schools, local bodies, manufacturers and consumer campaigns.
- Encourage green innovation: Invest in advanced recycling technologies and domestic recovery of critical minerals.
E-waste management is not merely a waste-disposal issue but also an opportunity for resource conservation, public-health protection and green employment. Effective implementation of EPR, formalisation of recycling and adoption of circular-economy principles can help India transform e-waste into a valuable secondary resource while ensuring sustainable development.
