ULLAS Initiative (Understanding of Lifelong Learning for All in Society)
What is ULLAS?
- ULLAS (Understanding of Lifelong Learning for All in Society), also known as the Nav Bharat Saaksharta Karyakram (New India Literacy Programme), is a Centrally Sponsored Scheme for adult education.
- It redefines literacy from merely signing one’s name to acquiring functional literacy, numeracy, digital and financial skills, and life skills.
Launch
- Approved for FY 2022–23 to FY 2026–27 (2022–2027).
Nodal Ministry
- Department of School Education and Literacy (DoSEL), Ministry of Education.
Objectives
- Provide education to non-literate adults aged 15 years and above who missed formal schooling.
- Achieve Foundational Literacy and Numeracy (FLN) for 5 crore learners over five years (1 crore annually).
- Promote lifelong learning through community volunteerism (Kartavya Bodh).
Key Features
- Functional Literacy: Reading, writing, numeracy, digital literacy, financial literacy, and essential life skills.
- School-based Learning Centres: Schools, village libraries, and panchayat buildings serve as Samajik Chetna Kendras.
- Digital Platform: Registration, learning, and monitoring through the ULLAS App, ULLAS Portal, and DIKSHA platform.
- Multilingual Learning: Primers available in 27 languages and dialects.
- FLN Assessment: Conducted through the Foundational Literacy and Numeracy Assessment Test (FLNAT) twice a year.
- Certification: Successful learners receive a certificate jointly issued by National Institute of Open Schooling (NIOS) and DoSEL.
- Skill Linkage: Literacy graduates are connected to vocational training through Jan Shikshan Sansthan (JSS).
