Schemes related to Agriculture and Horticulture in India
CENTRAL SECTOR SCHEMES
- Pradhan Mantri Kisan Samman Nidhi (PM-KISAN)
- PM-KISAN launched in 2019 aims to supplement financial needs of land holding farmers, subject to exclusions.
- Under the scheme, financial benefit of Rs. 6000/- per year is transferred in three equal installments into the bank accounts of farmers’ families across the country, through Direct Benefit Transfer (DBT) mode.
- Pradhan Mantri Kisan MaanDhan Yojana (PM-KMY)
- Pradhan Mantri Kisan Maan Dhan Yojna (PMKMY) Scheme launched in 2019 aims to provide social security net for the Small and Marginal Farmers (SMF) by way of pension.
- The Scheme is a voluntary and contributory pension scheme, where a minimum fixed pension of Rs.3,000/-per month will be provided to the eligible small and marginal farmers, subject to certain exclusion clauses, on attaining the age of 60 years.
- Pradhan Mantri Fasal Bima Yojana (PMFBY)
- The Pradhan Mantri Fasal Bima Yojana (PMFBY), launched in 2016 provides crop insurance to ensure comprehensive risk cover for crops to farmers against all non-preventable natural risks from pre-sowing to post-harvest and to provide adequate claim amounts.
- Farmers pay a low premium (2% for Kharif, 1.5% for Rabi, and 5% for annual commercial/horticultural crops), with the remaining cost shared by governments.
- Agriculture Infrastructure Fund (AIF)
- In order to address the existing infrastructure gaps and mobilize investment in agriculture infrastructure, Agri Infra Fund was launched in 2020 under Atma Nirbhar Bharat Package.
- The Agriculture Infrastructure Fund is a medium – long term debt financing facility for investment in viable projects for post- harvest management infrastructure and community farming assets through interest subvention and credit guarantee support.
- Formation & Promotion of new 10,000 FPOs
- The scheme “Formation and Promotion of 10,000 Farmer Producer Organizations (FPOs)” was launched in 2020.
- The scheme provides financial assistance, equity grants, and credit guarantees to FPOs.
- It aims to support FPOs through implementing agencies, with training, skill development, and integration onto the National Agriculture Market (e-NAM) platform for better price realization.
- National Beekeeping and Honey Mission (NBHM)
- Keeping in view the importance of beekeeping, a Scheme entitled National Beekeeping & Honey Mission (NBHM) was launched in 2020 under Atma Nirbhar Bharat Abhiyan for its implementation in the field for overall promotion and development of scientific beekeeping & to achieve the goal of “Sweet Revolution”.
- Market Intervention Scheme and Price support Scheme (MIS-PSS)
Market Intervention Scheme (MIS):
- MIS is an ad-hoc scheme under which the government procures agricultural and horticultural commodities which are perishable in nature.
- The objective of intervention is to protect the growers of these commodities in the event of a bumper crop during the peak arrival period.
- The government has now introduced an option for direct differential payments to farmers, replacing the physical procurement process.
Price Support Scheme:
- Under PSS, the government will procure notified pulses, oilseeds, and copra at Minimum Support Price (MSP) to ensure farmers receive fair prices and to prevent distress sales.
- Namo Drone Didi
- The Government has recently approved the Scheme aims to provide drones to 15000 selected Women Self Help Group (SHGs) for providing rental services to farmers for agriculture purpose (application of fertilizers and pesticides).
CENTRALLY SPONSORED SCHEMES
- PM Rashtriya Krishi Vikas Yojana & Krishonnati Yojana
- The Union Cabinet has recently approved rationalization of all Centrally Sponsored Schemes (CSS) operating under the Ministry of Agriculture and Farmer’s into two-umbrella Schemes viz. Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) and Krishonnati Yojana (KY).
- PM-RKVY will promote sustainable agriculture, while KY will address food security & agricultural self-sufficiency.
- Both the schemes will be implemented through State governments.
- The rationalization of Various Schemes has been undertaken to avoid duplication, ensure convergence and provide flexibility to states.
