About CIC

• The Central Information Commission has been constituted with effect from 12-10-2005 under the Right to Information Act, 2005. 
• The jurisdiction of the Commission extends over all Central Public Authorities.
• The Commission has certain powers and functions mentioned in sections 18, 19, 20 and 25 of the RTI Act, 2005.
• These broadly relate to adjudication in second appeal for giving information; direction for record keeping, suo motu disclosures receiving and enquiring into a complaint on inability to file RTI etc;imposition of penalties and Monitoring and Reporting including preparation of an Annual Report. 
• The decisions of the Commission are final and binding.

Why in News?

• Information Commissioner Heeralal Samariya has been sworn in as the Chief Information Commissioner (CIC) by President Droupadi Murmu. 
• Provisions in the RTI Act provide for the Central Information Commission (CIC) at the central level and State Information Commissions (SICs) in each state to which the Act applies. 
• Each Commission consists of the CIC and information commissioners, not exceeding ten, as may be deemed necessary.
• The Act further lays down that the CIC and every information commissioner shall hold office for a term of five years from the date on which he enters his office or until he becomes 65. 
• The CIC is appointed by the President, on the recommendation of a committee including the prime minister, leader of opposition in the Lok Sabha, and a Union cabinet minister nominated by the prime minister.
