2+2 Dialogue

A ‘2+2 dialogue’ is used for installation of a dialogue mechanism usually between two countries’ defence and external affairs ministries.
To put it simply, ‘two plus two dialogue’ is an expression used to indicate that two appointed ministers from each country, (usually) the ministers of defence and external affairs, will meet up to discuss the two countries’ strategic and security interests.
The goal is to establish a diplomatic, yet fruitful, conversation between the two countries’ respective heads of defence and external affairs.
India holds such 2+2 dialogues with Russia, Australia, Japan and the USA.

India and Australia inaugural ‘2+2’ Ministerial meeting was held recently.

The inaugural 2+2 discussions are a cornerstone of the Australia-India Comprehensive Strategic Partnership, which is founded on a shared commitment to a secure, stable and prosperous Indo-Pacific region.

India and Australia have increased interoperability in the maritime domain.
Both sides have signed a ‘Joint Guidance for Navy to Navy Relationship Document’. Close cooperation in regional and multilateral fora like Indian Ocean Naval Symposium (IONS), Western Pacific Naval Symposium (WPNS), Indian Ocean Rim Association (IORA) and ASEAN are some of the highlights of the document. The document is aligned to the ‘2020 Comprehensive Strategic Partnership’ agreed by Prime Ministers of India and Australia.
Expanding bilateral defence relations, India and Australia signed a Mutual Logistics Support Agreement.
India and Australia recently conducted ‘AUSINDEX’, a bilateral maritime exercise.
Australia joined the Malabar Exercise in 2020.
